They never expected any Aliens, or any creatures to find these tiny space probes, he just thought it would Hype up the story he was spinning.

The Voyagers and Pioneers were sent to detect an outer planet that could be proven with Math, but could not be found with a telescope.

Astronomers had been looking since before finding Neptune. Neptune was found because mathematically there had to be another planet, but it wasn't in the right place/ big enough.
Then Pluto was found, but it was far too small to cause the perturbations they were seeing.

With computers and LASERs the calculations were refined, but they needed a better view, SO, since NASA Still had a bit of money they got together, designed the Pioneers to detect gravity, magnetic fields, radiation & direction and sent them out.

Then Improved with the Voyagers, better sensors, cameras, nuclear power plants, better computers -- Oh, and shiny GOLDEN Records for the Aliens to find!

It has many Planets, and Several are quite LARGE planets!

James McCanney was a Professor at Cornell University at the time Voyagers were getting to Saturn - the Same University that Sagan worked at.
Pr. McCanney had access to the Data coming back the the Probes, He saw evidence that was suppressed by Sagan, Et Al.
Like: Comets aren't snow-balls, the Tail is Electrically Charged - plasma, like an electric arc.
Some planets are newer than others - Captured giant comets.
